      <![CDATA[<p>The $39.6 million should be returned to customers by January of next year. The Commission also ordered the energy company to start refunding about $73 million from the sale of its Palisades Nuclear Plant, but there's no timetable on that.</p>

I'm not certain how they are refunding this but if they are doing a customer specific refund, they would have to escheat any amounts that were not paid out to the state.</p>]]>

        <![CDATA[<p><p>Right. Consumers Engergy doesn't serve the whole state. Aside from DTE, you've also got regional services like Alpena Power or Cherryland Electic (Traverse City) at the north end.</p></p>]]>

<p>They should build a rule into these settlements that unrecovered amounts need to be paid to a charity or given to low income customers in the form of free power.</p></p>]]>

        <![CDATA[<p>And what about the people who should get a refund, but moved away or lost their homes?  Hmmmm?!  I bet they don't refund people who have moved into those houses the full amount.  They probably only get the refund since they moved in so the utility doesn't really refund to everyone they truly owe to.  Definitely a plus for the utility.</p>]]>

<p>Of course the card will cost you $5.00 outright along with balance check fees, atm withdrawl fees, monthly maintenance fees, a fee to pay for all the accountants creating these fees etc.</p></p>]]>
