How many Wal-marts nationwide had a police presence? Having a police presence doesn't mean anything as far as whether or not rules and laws are being bent and/or broken. </p><p>There was an article in the NYT today that the city missed out on about $1,000,000 in parking ticket fees because today was actually a holiday, when it usually isn't. In years past, black friday has been a huge money-maker because of the parking tickets. And don't think other, smaller municipalities don't salivate at the thought of all that extra income from shoppers too distracted to pay attention to parking regulations. Even been to a bar or club that offers Valet??  If you look nearby their place there are normally meters tht have been confiscated and used for this. Its up to the club if they wanna charge you for that spot, but in essance they can give the spot to you for free. </p><p>Many times if the store was smart enough they would have worked ith the city and arranged for those spots to be reserved (paid in advance by Macys im sure would be required). But It could have happend. D.C. might be different, but I doubt it. I can't see how that would benefit the city. There literally is nowhere to park there, and people who got tickets should have paid better attention to traffic laws. Only police officers are allowed to override any traffic signs or signals. And if I can recall correctly, the signs in front of this Macy's specifically state no parking during rush hours, and 2 hour parking any other time. Macys opened at 5 am in Washington today; the parking restrictions go into effect at 7 am, meaning that the employee may have been 100% right that there was no issue parking in that location - until the 7 am hour. </p><p>I'm not one to usually blame the OP. Without the time they parked, however, it's hard to know whether the employee was actually wrong or not, or if the OP simply parked too long.</p><p>By the way, the OP is lucky that the city didn't *tow* his car off 12th street (a major commuter route). I was wondering about the time they park too. I assumed that there was a special \"rush hour\" time when the no parking thing went into effect. If the OP parked before 7am, the this could be the case. However the OP also said that when he went back to the car, there was tall dark-haired man from Macy's still saying where this is two-hour parking on 12th street. So basically the rush hour no parking law was still in effect probably when the OP came back out, and there is still a Macy's employee directing people to get parking tickets. </p><p>I agree that the OP should pay attention to the parking signs and not trusted the Macy's employee. On the other hand though, Macy's should do something for the OP since the OP had a reasonable expectation that Macys employees would not be telling him to park somewhere illegal. It's entirely possible that there is 2-hour parking on 12th street that is not controlled by the parking restrictions, and 2-hour parking that is. </p><p>I also tend to question whether or not the OP had any experience with DC parking rules. There are 8 Macy's stores that don't require traveling into the city and are easier to access for those from out of town; if the OP lives out of the city it shocks me that he came into DC, and if he lives in DC and drives, he should be intimately familiar with DC parking laws and know that DC is anal-retentive about parking tickets. Every friend I have that drives in DC knows about the rules.</p><p>I think if Macy's did direct him to an area where he got a ticket BECAUSE they directed him there, they should make up for it. The fact is it is the driver's sole responsibility to ensure they are legally parking their car.  I just don't see how Macy's is responsible for a driver's failure to ensure compliance with the law. So while the driver waving them on was just signally that they personally would let the person go, and the other driver pulled out without looking, the good samaritans have been held at least partially responsible. They almost never win, as they tend to be people who are crazy and think they know the law better than the city attorneys or the people that hold the administrative hearings that have to happen before the case can be heard in superior court. Once in a while the citizens are successful, but more often than not they simply provide free entertainment. I've never seen someone with a legal background take the tickets to court. Everyone should know more than anything that parking enforcement in D.C. is the devil and will viciously ticket and tow all vehicles that are even perceived to be violating any parking rules. I once got towed from an almost empty \"permit only\" during business hours lot in similar circumstances - everyone except the parking enforcement officer thought it was considered a holiday because most of the staff had the day off. So once you get it, you feel relieved, satisfied, and triumphant - and then you go outside and see a ticket. What are you going to do with your new sense of absolute outrage - go return your merchandise to Macy's? Macy's is packed to the brim with people. You'll grab your ticket, leave, and probably won't go back to return your merchandise. But the ticket you'll have to take up with DC police. If I got a story along the lines of \"Macy's negotiated something with the City\" - I'd go with it.</p><p>If I didn't get a decent answer, I'd move the car elsewhere.</p><p>But that said - if it was a Macy's employee, then you took them at their word - you didn't hire the fool who made the claim that it was OK to park.  For all you know, that person has the authority to make the claim.  You believed in their \"Implied Authority\" - and it's up to Macy's to make certain that they have Policies in place to control their employees.</p><p>Macy's gets to make you whole by paying the ticket.  If they don't, then SUE THEM.</p><p>Better yet - don't shop at Macy's. Me too, despite my complete familiarity with parking rules in the city I work. I know private contracts are a different matter, but I was \"refamiliarized\" with that the hard way. Turns out you can still get towed for parking at 11:00 p.m. on Saturday night in the parking lot of a store that is open 10:00 - 4:00 on weekdays and closed on weekends. Boy was I mad. Mostly at myself for disregarding the signs, as I figured I wasn't stopping customers from getting to the store. In addition to my regular job, I hold parking ticket hearings several times a week - basically acting as a judge at administrative hearings. We never dismiss tickets based on \"someone told me it was ok.\" The responsibility always falls on the citizen to pay attention to the posted signs.</p><p>I do think that Macy's might, as a gesture of goodwill, want to do something for the OP. The actions of their employee make the store look bad. But it looks like the manager tried, by asking for the employee's name and saying he'd do something. The OP could go back and look for the employee, or give a very detailed description of her if he really can't go back. </p><p>At the same time, however, there are SO many people that try to pull scams to get free stuff that I wouldn't be surprised if Macy's decided not to do anything. I spent years working in retail, and saw so many things you wouldn't believe. And I see it now, too, as a lawyer and while holding parking ticket hearings. As a general rule, retail employees do the jobs that are delegated to them.</p><p>Anyway, I've never been to DC. Is the delineation between private parking and city parking clear? Would there be any reason, for instance, for a customer to believe that Macy's owned the parking? If so, I would say that Macy's should be liable for the parking tickets for implying they had the authority to grant customers parking rights. If it is obvious that the parking belongs to the city, then I think the onus was on the customer to ensure he or she was parking legally. There is little to no delineation of anything, signs are confusing and contradictory, and in at least one area you can end up ticketed by a local university when not parked in their lots but on D.C. streets.  THAT'S a fun one.</p><p>But being a resident of D.C. they probably would know that Macy's doesn't own the street parking, though I think it's reasonable for them to think that Macy's would know if they were allowed to park there, as parking regulations here are rather fluid and changed frequently for one event or another. I worked in parking enforcement for a while and I can tell you that you should never, ever, under any circumstance trust the word or advice on parking from anybody but the actual parking authority for that specific parking space or structure.</p><p>I can't tell you the number of times people said that a person who worked nearby said they could park there, a student, somebody in \"a uniform\" or whatever.  We used to joke that if we could just catch \"the guy\" who kept telling people they could park there, we could solve all our problems.  These people might not be intentionally or maliciously misleading, but they could be misunderstanding the rules and then you pay the price.</p><p>HOWEVER, with that said, on Black Friday when a store employee is posted outside to greet customers, having said store employee not be well versed in the parking regulations or able to properly direct customers is irresponsible on Macy's part, especially considering their location.</p><p>This is D.C.  This is not the middle of nowhere, this is a city renowned for it's confusing, complicated, and conflicting parking regulations.  Any manager worth the title who was placing an employee outside should have known and understood that the #1 question of the day was going to be \"where can I park?\"  They should have prepared for that, looked up the rules, and briefed their employees.</p><p>THAT is why they hold responsibility, if not for the ticket than for bad customer service.  Even though I worked for a private entity, I knew parking regulations for the surrounding streets, and during special events and holidays we were kept aware of the D.C. laws governing the surrounding streets because we would get questions about it.  We knew the parking rules for other nearby businesses, etc.  Because it's just the right thing to do when you have a business in the city. The money for his \"deal\" will definitely come out of Macy's not the employee.  I'm a retail manager and we've never docked anyone's pay for any reason.  If someone who works at an office makes a mistake and the business has to cut a deal with the client to keep them as customers, the office worker doesn't get a docked pay, so why would it be any different in this situation?  What, did he just assume that the retail industry is extra douche to their employees? Can Bob (the sales dude) make an adjustment on the price to make me happy? ....</p><p>At which point I will tell the customer I will be happy to dock Bob's pay and make the appropriate adjustment to the customer's invoice because Bob should have been smart enough to know not to sell a refrigerator to a person such as yourself (the customer). </p><p><br />Actually Bob is going to have his pay docked, because any stupid customer complaint such as this one that Bob can't take of himself should be deducted from his farking pay check.</p><p>Usually my flippant answer to the customer will get the point across that nobody is going to \"do something\" about the refrigerator's color looking different in the customer's home.</p><p><br />BTW, is docking an employee's pay check legal?  Yes.  Ethical?  Not for a menial wage employee.  If the fault is so severe that the business has incurred a major financial hit then the employee should be simply fired. If a company employee was, in fact, directing customers to park in spaces that were marked \"no parking\" and those customers subsequently received a parking ticket, I believe the company would make good on those parking fines.  Did the employee have on a name tag?  Can you describe him or her?  Did you have a calm, rational discussion with the store manager?  You mentioned \"Samuel\" in your story.  Did he give you his full name?</p><p>Unless something has changed dramatically since I left the company, the store's executive team is mandated by corporate policy to take ownership of customer issues and do whatever is necessary to satisfy the customer.  It may not happen instantly, but the customer should get a sense that the person they spoke with is taking the matter seriously and will follow through.  We try, as much as possible, to follow the adage \"the customer is always right\".</p><p>Here is what you should do:</p><p>(1)  Call the store during the day on a weekday and ask to be connected to the Executive Office.  Tell the person who answers that you have had a very negative experience there and you wish to speak with the store manager to discuss the matter.  If the person questions you about the specifics, share the details freely.  If the store manager is out and another store executive offers to assist you, let them. Write down the names of everyone you speak with and the dates/times of your conversations.  Keep your temper and be civilized.  Being hostile will only work against you.  If you do not get satisfactory results from this step, proceed to step 2.</p><p>(2)  Call the store back and ask for the name and telephone number of the company executive who is responsible for the Macy's stores in the district.  This location is a former Hecht's store and is part of the DelMarVa-South District of the Mid-Atlantic Region of Macy's East, Inc.  There should be a district manager, director or VP.  If the store refuses to give you the information, make note of who you spoke with and call the Executive Office at the Pentagon City or Tysons Corner store to ask for the information.  Reach out to this district executive with your concern.  If this does not produce satisfactory results, move to step 3.</p><p>(3)  Write a letter to Mark Crosby, President of Macy's East.  He is at the 151 W. 34th Street address in New York (in the thread above).  Send it via FedEx or certified mail.  Be very specific about everyone you have spoken with, providing names, dates, etc.  After a week, follow-up with a phone call to his office, if necessary.  One of his assistants will handle the issue.</p><p>Quite frankly, I will be very surprised if you get beyond step 1.  The corporate offices frown upon stores that allow customer issues to escalate to their level.  The stores are expected to manage their customer relationships and make amends, when needed.</p><p>Try it - I believe you will find intelligent, reasonable people who want to help you.  Sometimes the rank and file employees screw up and piss you off, but the leadership really does have a desire to help you.  Where most customers go wrong is they make one phone call, blow up and then claim the company does not care.  As I said before, you won't get resolution instantly.  Macy's is a large complex company.  Even as a company executive, it sometimes took me a little time to navigate through the proper channels to get issues resolved.  </p><p>I hope this helps. Not more than 5 minutes over the bridge from this location, and plenty of parking. I guess I could see going to this one because it has a metro, but again, so does the one in PC. I believe the 12th Street store survives off of pedestrian foot traffic.  It is not a good shopping destination if you are driving your own vehicle.</p><p>The Pentagon City store has always been Macy's - it was one of the \"jewels\" in the original R. H. Macy & Co. before the merger with Federated Department Stores in 1994.  Fashion Centre at Pentagon City also has a Nordstrom, which is another great place to shop.
