But did the contractoros know? They may well be victims as well. Suppliers MIGHT have known and were in a better position to know. Ultimately, it goes back to the manufacturers and good luck suing them.
Unfortunately this is what governments are for. To do for the people what the people cannot do for themselves. We, the people, cannot do anything against the Chinese manufacturers. But our government can tell the Chinese government to make good or face trade sanctions. That might work until the Chinese government calls in all the loans that are keeping this country afloat. :( :(

Why can't we go halfway? Rather than the $1 million slap on the wrist a non-Chinese company would have gotten, and rather than the death penalty the Chinese company got, how about 25 years in prison?

This happened some years ago with cheap imitation PVC plumbing from China. The cheap pipes went from the producer to the consumer through several steps -- importer, distributer, wholesaler, contractor, etc. Each middleman along the way reaped some of the profits and it's likely that the contractors at the end of the chain didn't know (or didn't care to find out) that they were installing sub-standard plumbing.
In this way, the profit and the blame are diffused across several different people. And when the pipes burst and the houses are ruined, who do you sue?
It amazes me that anybody would use Chinese-made construction products any more.
Have you gone down the toilet and faucet aisle at Home Depot or Lowe's, or to your local plumbing supply house, lately?
A lot of the cheaper (Glacier Bay, AquaSource) and even some higher-end faucets (Danze) are made in China. The showerhead component on my otherwise US-made Kohler shower faucet was made in China (Beijing, I believe). I lifted the lid of American Standard's new $900 toilet that I took a look at recently to see where it was made... and it was made in China.
So much for the \"American\" in American Standard.
They're already considering a law in my state making Chinese drywall another item on the list of things that it is mandatory to disclose prior to selling your house.

About damn time! Now to go after those contractors and suppliers to get damages paid to those home owners.
Many of the contractors are out of business by now. Many of the suppliers are not under the jurisdiction of US courts. I suppose some of the distributors will get hit, but the government is likely to have to step in here.
