FACTACT requires full account number disclosure.  The purpose of this is for disclosure.  It is to empower the consumer to get false items off of their credit report. Let's say they really want a loan from you and they're claiming that the information on their account with ABC Bank is reporting wrong.  You want to verify directly with the bank that all of those lates are, in fact, mis-reported and that the account is totally current.  You will need to do this with the full account number.</p><p>Skip Tracing - in post-GLBA world, you won't really need account holder's permission and you'll see that there are probably issues with your account holder's mutual accounts.  You share what little information you have on the mutual client with the other lender in exchange for their information in hopes that the two of you can both benefit and gain progress on your information.</p><p>You're not supposed to be pulling credit reports unless you're the person or you have a legitimate business reason to be pulling them.  That's why.</p><p>Not to mention, when you only have a CC #, individuals are supposed to ask for the 3-digit security code when no physical swipe is available - along with the expiration date.  These two pieces of info are NOT on your bureau. When you're answering the security questions on the TU site, there's a timer that prevents you from having the time to google the information on property ownership/car registration/other relative questions.  I'd look to siblings/cousins or best friends. After all, the current security mindset comes from those pre-internet days when the work required to steal the information was very high compared to the potential payoff, and now that has flipped.  One insecure system can yield tons of great data to thieves.</p><p>It's gotten to the point that one can be a smart and savvy consumer, doing all the right things, and still end up hijacked like this. I've known people who had to take time off of work to go to a central bank branch and bring tons of ID and such and then fill in reports and be looked at as if they were a phish-opening moron and jump through other hoops to have things restored.</p><p>And I've heard worse stories on NPR about people who didn't recover everything.</p><p>And yeah I'm sure the physical aspect still exists, it's just that that used to be ALL of it.</p><p>I got a call from my Canadian credit card company last month because someone had tried to use it with multiple failed expiry dates and that triggered a fraud warning.  It mostly worked out okay for me and I didn't lose any money, however I did have to get a new card and because it's Canadian, it has the chip in it which most American readers can't deal with, which they tell me is fine for now and will still work, but if I want to use the chip I need to go into a branch to set the PIN.  And I'm half a continent away from the closest branch.</p><p>Not that I was using the card much anyway, just enough to keep it active, but now I have an additional hassle because some internet store where I used it (I haven't used it in a physical way for almost a decade) got hacked or sold it or something.</p><p>The point is, I haven't been stupid and yet I have this minor hassle, and others have major hassles in a faultless way.  That can't continue. We check credit (AND debit) receipts to make sure only the last four numbers of the card are displayed and I have credit monitoring provided by Costco.  STILL somebody is able to steal my card info and use it to duplicate my credit card, racking up about two thousand dollars worth of purchases in local stores.  We can't win with the current system in place.</p><p>By the way, I contacted the local office of the Secret Service as recommended by a finance website when dealing with credit card duplication (federal crime) and they never called me back. You shouldn't have to go to a website to put a password on your credit report, nothing should be charged if the expiration date is put in wrong that many times. To rely on the SSN to verify identity is idiotic.  Every time someone gains the information to verify your identity, they also can impersonate you. Off that menu there was an option: \"If someone has opened an account fraudulently in your name, press 4...\"</p><br /><p>I had to listen to the menu twice because I was so surprised I missed the button to push the first time around. Eventually I qualified for and got a tax number, and then later the SSN.</p><p>In the intervening time I had a hell of a time with doctors etc who always wanted the SSN.  I wouldn't fill it in and they'd call me up to the desk or phone me at home to give it to them.  They were constantly perplexed when I said I didn't have one, so I'd have to explain the immigration thing (apparently I neither \"look\" nor \"sound\" like an immigrant...not *much* racism in what people think about immigrants?!). Someone purchased jewelry on store credit at a store and state I have never been to. All I had to do was show proof I had not been in the store physically to make the transaction at the time of purchase (my deployment orders). Just go to the three credit reporting agencies (Transunion, Experian, and Equifax) and tell them that you have been a victim of identity theft and want a fraud alert and security freeze put on your account. Because people do this in a panic when they see a news article/internet posting/tv report and FORGET that they did this.</p><p>And then when you want credit, it's a total pain in the ass for you, the consumer.  Most lending institutions do not program for the PIN, or the PIN rarely works as intended (sometimes people are using 3rd party PINS like the ripoff that is Lifelock).  Which means you need to call and have a 24-hour lift put on your account.</p><p>Or, at best, you have the \"you must always call to verify that it's me\" message on and hope that you never change the numbers you listed on the report a few years earlier.</p><p>Oh - and as far as the addresses on your credit file?  Those are based on the addresses you provide to creditors, nothing that you provide to bureaus.  So guess what - that cool idea you have about sending an extra bill to your office or your cousins or that Mailboxes, etc?  That's what's jacking you up, not someone calling the bureau at random and dicking with your account.</p><p>Honestly, the people most likely to open credit in your name KNOW you - they're related, they work close to you and you tell them a lot about you. It also used to be on all of your insurance cards and junk.</p><p>You do not have to provide it for medical care. If the Dr refuses to see you if you don't disclose, find a new doctor.</p><p>I have the 5the most popular first name and the 3rd most popular last name in the US. With out my social they would never be able to get a bad dept on my credit report.
