The New York Times says that the White House has failed to drum up enough support among Senate Republicans, who have enough power to kill the bill. Also added to the bill is an amendment that would require banks who are participating in TARP to disclose their lending activity.

Senator Richard C. Shelby of Alabama, the senior Republican on the banking committee, called the proposal “a travesty” and said that he would filibuster the bill. “This is an installment on a huge bailout that will come later,” he said.

Bloomberg says that millions of jobs are at stake if even one automaker fails.

Job losses would total 2.5 million to 3.5 million from an automaker failure in 2009, including 1.4 million people in industries not directly tied to manufacturing, according to a Nov. 4 report from the Center for Automotive Research, which conducts studies for government agencies and companies.

@cjones27: Maybe because Detroit autoworkers were smarter than you to negotiate that into a BINDING LEGAL CONTRACT. If you can't do that, then you are the stupid one. I would also point out as the union participation has gone down, the gap between wealthy and poor has increased. The unions kept CEO's feet tot he fire and said if you are paying yourself X, we want to get a solid percentage of that. Without a union each CEO who usually sits on the BOD that decides his salary and are part of his good ole boy network, gets paid whatever he wants. Take a look at the CEO of COSTCO. he has decided his pay is capped at a multiplier of the lowest paid person. I guess if more companies gave two shits about their employees the unions wouldn't be needed, BUt BEFORE the unions gave concessions the Big 3 were HIGHLY HIGHLY profitable, so that shows you that making money with the union happens all the time. Maybe the Big 3 not having money is because they spent it on bonuses and stupid frivolous planes and trips to auto shows all over the world

@Pylon83: Lend the automakers the bridge loan money they want, on terms similar to the DIP financing the automakers would get in a Chapter 11 bankruptcy (priority over stockholders and other debt).

Universal health care (like there is in Japan and Canada, where many American automakers are locating plants) would chew into the expenses for both current and former employees' health plans.

@TorrentFreak: You're assuming that a unfettered free market exists for the auto industry, which is false in so many ways I won't condescend to list: tariffs, tax breaks, financing write-offs...
That said, the market should run things in most cases as it's more efficient. Except in cases where structural deficits exist. Things like US companies' quarterly focus or to address externalities. Intervention sets up an even playing field so one auto mfr isn't penalized for doing things that help their long-term competitiveness and promote the greater good (breathing, frolicking polar bear cubs...). It's better for business AND society.

The Free Market Fundamentalist outlook you proscribe, while elegant in the ivory tower world you're basking in, wrecks havoc in the real world: witness the Wall Street meltdown for further evidence. Those that cling to it, especially now, are akin to Communists preaching the gospel, except from the other end. Even Greenspan admitted he was mistaken. Why can't you?

The bleed your money thing works both ways .I've seen management purposelly let a strike happen to see if they could starve the union of cash and make the employees desperate while at the sametime hurting their very own business .

A union threating a strike is no different than a company threating a lock-out or shut down of the business .They're are good and bad unions and tactics and they're good and bad ways those tactics are used but they are legal and accepted in many industries .

To me a union threatening a strike isn't as bad as management by threat and intimidation .

Job security is one of a unions main priorities .Was in a job where the company couldn't layoff one employee if they were using so much as one contractor or subcontactor .

The way I look at it the corporations have access to big money and lawyers while an individual employee does not unless they join a union and let union equalize corporate resources .

That would be an excellent idea in theory. But as you might know, the government cannot be trusted with excess cash. They will not give it back to you, they will simply find new programs that citizens "MUST" have and anyone who says that cutting it out is some heartless rich idiot who is out of touch.

For one thing, NOT regulating an industry does not mean its the GOPs fault. The company itself is to blame for not adapting and evolving. That is what freedom is. The choice to screw up or succeed. Freedom is not free.

Stop point the figure at Republicans for giving business the freedom to sink or swim. No one bailed out the horse buggys when cars were invented. No one should bail out automakers now. The downturn in the economy is a natural effect. What goes up must come down.

Let's see....what other industries should get a bail out?

What makes these people so fucking righteous to say that some people get bail out money and others don't? The whole bail out idea is a fucking farce. My friends over here should get cash, these guys that I don't like over there don't. Corporate welfare must end. Government meddling in private sector business is only going to make things worse. Too many hands in the honey jar.

The Japanese car makers and or most Japanese companies get subsidies for things like R & D and Japan has nationalized health care .Right off the bat the comparisons are out of context if not a true cost comparison .And the Japanese executives don't get the extravagant compensation the US executives get .

Without getting into a full blown debate on US health care I will admit those costs can be a killer .But that problem all extends from the expectations of the user AND the medical industry .I don't think anyone really needs to be covered for the sniffles but for major tests and hospital stays are another .The retiree benefits were negotiated and agreed to GM and others .And even those benefits might be a little plush but when you work or stay with a company for a lifetime career because you were told you would be taken care of I see nothing wrong with expecting GM to pay .The taxpayers are another thing .

Yeah the job bank thing might be a little ridiculous but part of the reason those things are negotiated for is to give the employer/company incentive not to lay you off .If the company feels if's cheaper to fund a job bank there must be a reason-I hope .

And alot of these benefits might be partially funded by the union which again makes a direct comparison to anyone not that accurate .

One last thing,as much as I think the salaries are outrageous on the executive level especially those salaries are negotiated, offered and/or approved by the companies own board of directors just as many of these union contracts might be .

What Bladefist said:
"Toyota posted billions in profit, GM posted billions in losses. Who caused that? The union workers who cost 10x as much."

Your twisted version of what Bladefist said:
"Do you have any proof that Toyota pays 1/10 what GM does for their workers wages?"

How your twisted version of what Bladefist said influences others:
"Hey, speaking of which, didn't Bladefist say import manufacturers make 1/10th of what US workers do?" -Trai_Dep
"You have been watching this in great detail, YET you claim Toyota makes 10 times the profit, and has a wage 1/10 of GM's." -johnnya2

Watch carefully as the story changes with each angry post. Bladefist never said anything about wages. He was talking about the cost of a worker, which includes many things like health insurance, pension, training costs, etc. in addition to wages. If you're going to argue with him, at least read what he actually wrote and argue with that. Misquoting him nullifies your own arguments.

For the past decade at least, the overall sales of each of the big 3 have been declining. It was only a matter of time before they ran out of money. When that happened, I believe the same tactics that they are using now (millions of Americans without jobs, it'll crash the whole economy, etc) would be used. We'd still be thinking of bailing them out, regardless of the fact the economy would be better equipped to handle it.

The GOP doesn't want to help the U.S. auto companies because U.S. auto companies are heavily unionized, and the GOP hates unions because they give workers a fighting chance at fair treatment.

The problem isn't that those auto workers make too much. The problem is that too many other workers would rather attack them then get organized themselves and make a fair wage. When I see these high wage numbers for the auto workers, I don't think about taking that away -- I just wish I could have it. And a lot more of us could have that -- high wages, health care, pensions -- if we all realized that our economic interests are different from the economic interests of the wealthy.

As for the burden of retiree health care on these companies, that wouldn't be an issue if this was a civilized country with a national, universal coverage health care system. Better care, less cost, and American companies wouldn't be at a competitive disadvantage against companies in countries with real health care systems.

Here's something I don't know, and can't seem to find out. Are the previous bailouts loans or handouts?

I know that the government is lending money to GM and Chrysler, and if they go in the tank presumably the feds are first in line for repayment. Are the financial industries expected to pay back all or part of the assistance they've received?

I understand that said assistance takes a lot of different forms, some of which wouldn't be easily categorized as "loans," but there's also some fairly straightforward cash payments that could be paid back -- if we had made that a condition in the first place. Did we?

Personally, I'd like to see a GM-Chrysler merger with some serious streamlining -- ditch all the unnecessary marques, stop making redundant models each with five hundred different trim options, and really start focusing on the basics. Ford, as I understand it, is doing okay at the moment, but if the bottom really drops out of the market they'll be in for it (along with everybody else).

That's one thing to remember: auto sales are down across the board. Foreign automakers are suffering too. It's not just an issue of Detroit making crappy cars nobody wants to buy, because nobody's buying any cars -- they can't get credit, or they don't want to, or they're opting for used instead of new. The foreign companies were in a much better position to handle the initial blows, but if things continue as they have been, they're going to be in trouble.

I wouldn't say that, generally, our entire economy hinges on the auto industry. I think that if all this other stuff wasn't happening right now the economy could indeed withstand such a failure of one of the Big 3. It's the aggregate of other problems occurring at this particular moment in time that makes GM/Ford/Chrysler "too big to fail". The economy can't absorb the workers into other industries right now, as they are just barely getting by. The foreign automakers can't pick up the workers because, even though their theoretical demand will increase, people just aren't buying ANY cars right now.

Yeah, Bladefist makes a lot - err, mostly? - of unwarranted assumptions. I figured anyone with a single stock was using play money, as most reasonable people would, at least from this site.

Hey, speaking of which, didn't Bladefist say import manufacturers make 1/10th of what US workers do?
When's Bladefist going to cite that, or is he blowing more smoke?

Bonus points for his answering my questions (above) which anyone even reasonably following the story should know off-hand. Unless they're relying on Fox News, of course.

I'm wondering if Congress has asked the CEOs of the big 3 auto companies why they didn't ask for help before the banking industry asked for help. I want to know what kind of BS gets cooked up for that answer.

The government has opened a Pandora's box by starting the bailouts and now any large company can use their employees as hostages to bargain for ransom money. The auto industry hasn't been adapting as well in this country as it has been abroad and now it's paying the price.

Where do we draw the line with capitalism? Does a business doing badly because of bad decision deserve extra money just because it's a big business or is it a good time to take a long deep look into the industry and see if we should start doing things differently?

This is bigger than the people involved, I only hope that if the bailout occurs that Congress will add in some hefty changes for the industry like de-unionizing and providing for more efficient cars and fuel research.

I like to dream sometimes...

Senator Kit Bond from Mo has apposed this from the start and guess what? he is from the Midwest and in a state with several of the Big 3 manufacturing plants. I think a few others have said this but i will reiterate because they are right. The solution is not a hand out, but have them file chapter 11, they need to get rid of uaw contracts, that would fix 90% of their problems. Less overhead means they have alot more fluidity in their pricing structure.

Assuming that you do actually have millions of people losing their jobs, which is not a guarantee even if they fail, think about it like this: if any company is "too big to fail," it points to a serious flaw in the way our economy works. Or, in other words, an entire country's economy should not hinge on a few really large businesses. Throwing money into that flawed system won't fix the flaw. But, if that's the path we decide to take, this situation will keep coming up.

Daimler doesn't "own" Chrysler. They sold control of the company to Cerberus, a private equity firm, a few years ago.
@Bladefist: Okay. But let's pretend the GOP didn't block efforts to make the Big Three produce efficient cars. Right now they'd be producing a better mix of autos, closer to the product mix of the imports. They'd be more competitive.
Instead, they blocked efforts in this, allowing them to poison more while producing behemoths that goosed their short-term bottom line yet aren't popular. And predictably unpopular.
They blocked efforts at changing our health care system so it better approximates what our competitors have - more rational, more economical and better results.
And if the Republicans' Free Market Fundamentalism approach to Wall Street didn't result in the global financial meltdown, financing (and the overall economy) would be exponentially easier.

If they weren't so reliant on SUVs and weren't paying out disproportionately large health care costs, if financing were more broadly available, and (big leap of faith) they got their quality standards up, they'd be more competitive.

They're not. So, yeah: specific policies, part of the core of who the GOP is, played a large part in the shape the Big Three are in: screwed.

I realize that you guys think that running things is all about Terry Schiavo, Presidential blow-jobs and Defending Christmasâ„¢, but governance really matters. It's not just for yucks. Or for personal enrichment.
We're seeing that now, as the crows come back to roost. Take your bows, you had a good, 8-year run. Now stand tall!

@AngrySicilian: Blaming the GOP for your predicament is like blaming a doctor for your lung cancer. The doctor told you for years that you should give up smoking, and you didn't. Now, he's telling you that your cancer is inoperable, and he's not going to waste resources on a surgery that can't possibly work. Not his fault.

The unions and the failed business models of these companies caused this problem, which was only recently exacerbated by the credit crunch, but was inevitable. If you want to blame someone, blame the corporate governance of the company in which you chose to invest your money, and blame the unions which forced management to adopt burdensome labor arrangements. Most of all, blame yourself for thinking that Ford was a good investment.

Hey Bladefist, you gotta calm down and not call people names, regardless of the accuracy of your assessment.

This won't save jobs, and it won't stop their problems. By giving them money it's like saying unions work. The unions always get what they want and if this bailout happens, it's just more fuel on the fire. This won't stop until the unions drain every dollar out of the big 3 and then they have nothing left and they all lose. There are much better solutions.

@Bladefist: You gotta watch out for calling others "idiots", since anyone that does so immediately brings people to think, "pot, meet kettle".

Questions:
* What % of an auto's mfg cost is labor-related?
* Once legacy costs of retired US employees are stripped, what is cost differential btn US-based US & Japanese automakers?
* If a workers negotiate a deal that execs sign off on, why is it the worker's fault? Don't you believe in accountability?
* Have you been asleep the past two years, when the Big Three ran all their Employee Pricing, 0% APR deals? Selling crappy, oversized cars at a loss doesn't work well. Your point that Toyota made billions? Proves the point
* * Which provides more ammo to the claim that it's the exec's stoopid decisions that have destroyed the US auto industry, not their workers.
* Toyota sells cars people want at a profit. The Big Three do the opposite. Who has a more viable business model? How would screwing retired workers - now of all times - help this core problem?

And yeah, if Republicans are tossing out misinformed data-points, confident that the Freepers will gobble them up and propagate them, solely to rape workers while avoiding fixing the core problems (created by the execs), then yeah, the GOP is screwing us over (or trying to (yet again)).
And, what does it say about the gullibility and intelligence of people who do use these misguiding data-points? Intelligent or idiotic?

GM sold as many cars worldwide as Toyota yet GM continues to lose money while Toyota makes money.

You can sit around and blame the GOP all day long if it makes you feel better. This is exactly what both political parties want. Half the people blaming the other party. You are part of the problem as you buy into one parties bullshit over the other, as if your party is any better.

The sooner you wake up and realize that you will get screwed either way, maybe then you can start making wise financial decisions. Or do you just prefer to be screwed by someone with a (D) in front of their name?

I'm surprised at how many people think that if this bill doesn't pass, all of the car companies will cease to exist. This simply is not true. If the bailout doesn't pass, you will see bankruptcy, restructuring of organizations, renegotiation of contracts (especially with unions), some layoffs (not everyone), and the companies (if they are smart) will use it as an opportunity to become more competitive.

Why do you think the foreign car manufacturers are doing way better than the US manufacturers? Higher profit margins due to lower operating costs. They are simply better at competing.

I'm always trying to figure out why democrats and left-leaning people blame all of the big problems in the world on large corporations, yet they want to spend TAX PAYER money to bail these "problem makers".

Its not like these CEOs will say "Well, we didn't get any bail out money, everybody go home. We'll just shut all of our doors and never do business again."

I'm telling you, an organized bankruptcy is a MUCH better option for these companies than a bailout will ever be.

I don't like it. Yahoo just had layoffs and the tech industry is suffering. Are they getting government bailout money? You wouldn't see the government bail out Wal-Mart or Starbucks right? I didn't spend money and time getting a degree, years of experience, and tons of my free time to gain knowledge in programming only to be told that I would have to pay for some low level production line guy to keep his job when it was hard enough for me just to find a job.

I don't care about them. I've been laid off twice from tech jobs and the government didn't help me out. If they lose 2 million jobs, oh well. The government said I didn't even quality for aid or unemployment. Maybe they should go get real jobs that pay real wages that actually reflect what they deserve. No one gave me a handout when I lost my job because the company I worked for wasn't doing so well.

Both of these bailouts just prove that the government thinks we should all suffer equally for the bad decisions of a few people.

By the way, does anyone else smell bacon?

The "compensation" numbers aren't entirely accurate. The $70+ per hour figure includes actual base pay (cash compensation), benefits, pension and the cost to pay benefits for retirees. (See yesterday's NY Times article). The figures to which you compare are probably just actual salary (cash compensation). That said, it's still pretty absurd that it costs GM/Ford/Chrysler $150k per year for an average employee, or even $100k. A lot of these people are unskilled assembly line workers. The Unions really are a huge problem, and they have, over time, crippled GM. That said, the Union's aren't their ONLY problem.

Sure, blame the GOP for trying to NOT throw good money after bad. Where is all this money coming from? Why are 1/2 the corporations in America failing? Debt! So we go further into debt to solve the problem? Get real people - we're just kicking the can down the road and all this deficit spending is going to make the crash all the harder. I'm sorry these people are going to lose their jobs, but taking the rest of us down with them isn't going to help anyone.

i just got the following email i wonder if its true.

According to Forbes:

Labor cost per hour, wages and benefits for hourly workers.
Ford: $70.51 ($141,020 per year)
GM: $73.26 ($146,520 per year)
Chrysler: $75.86 ($151,720 per year)
Toyota, Honda, Nissan (in U.S.): $48.00 ($96,000 per year)
According to AAUP and IES, the average annual compensation for a college professor in 2006 was $92,973 (average salary nationally of $73,207 + 27% benefits).
Bottom Line: The average UAW worker with a high school degree earns 57.6% more compensation than the average university professor with a Ph.D., and 52.6% more than the average worker at Toyota, Honda or Nissan.
Many industry analysts say the Detroit Three, must be on par with Toyota and Honda to survive. This year's contract, they say, must be "transformational" in reducing pension and health care costs.
What would "transformational" mean? One way to think about "transformational" would mean that UAW workers, most with a high school diploma, would have to accept compensation equal to that of the average university professor with a PhD.

Then there's the "Job Bank"
When a D3 (Detroit 3 carmaker) lays an employee off, that employee continues to receive all benefits - medical, retirement, etc., etc., PLUS an hourly wage of $31/hour.

Here's a typical story....
Ken Pool is making good money. On weekdays, he shows up at 7 a.m. at Ford Motor Co.'s Michigan Truck Plant in Wayne, signs in, and then starts working -- on a crossword puzzle. Pool hates the monotony, but the pay is good: more than $31 an hour, plus benefits.
"We just go in and play crossword puzzles, watch videos that someone brings in or read the newspaper," he says. "Otherwise, I just sit."
Pool is one of more than 12,000 American autoworkers who, instead of installing windshields or bending sheet metal, spend their days counting the hours in a jobs bank set up by Detroit automakers as demanded by the United Auto Workers Union - UAW - as part of an extraordinary job security agreement.

Now the D3 wants Joe Taxpayer to pick up this tab in a $25 Billion bailout package - soon to be increased to $45 Billion if Nancy Pelosi and Hillary Clinton have their way.
The "Big 3" want this money - not to build better autos. No. They want it to pay the tab for Medical and Retirement benefits for RETIRED auto workers. Not ONE PENNY would be used to make them more competitive, or to improve the quality of their cars.
We ALL have problems paying for our Medical Insurance - but the Democrat leaders in Congress now want us to pay the Medical Insurance premiums of folks who have RETIRED from Ford, GM and Chrysler.
Not a good deal for us.
How about Chapter 11 - and getting rid of these ridiculous union contracts?

While in principal I vehemently oppose government intervention in private business (bailout/regulation/etc.), I think the fallout from a Big-3 failure would cripple the US economy. The jobs lost in the middle class (who represent a lot of US spending) would domino into all other industries and classes, as businesses cease to be profitable and cut spending on labor, advertising, capital expenditures (office upgrades), general R&D investment, etc. It's already happening now to a small degree, but the devastation that would follow GM/Ford/Chrysler going under would be the straw that broke the camels back.
I think the bailout is a bad idea, but it's necessary. I'm not defending GM/Chrysler/Ford here. I think that this whole situation is almost nothing but their own doing. They let the Unions get the upperhand, and now have hugely inflated labor costs (pay, benefits, pension) and no flexibility to easily cut costs. They can't just shut down a plant for a month, because they still have to pay the workers over 75% (90% in some cases) of their salary to sit idle. Their designs are crap (Relative to European/Japanese cars) and their management is stubborn and out of touch. So long as the bailout has some very big strings attached (management changes, etc.), I think it needs to be passed.

The auto companies are asking for 34 billion, getting 14 billion. How much did we give to AIG? Are any of us really naive enough to believe we're going to see the money from AIG ever again? And that completely ignores all of the other banks / financial institutions. Those jagoffs are good at one thing...making and keeping money. I guess that's actually two things.
