Not the Verizon's of the world, but the small carriers, and mom and pop DSL providers like DSLExtreme.  They might not have the resources to stand up to the RIAA.</p><p>Also, I wonder if ISP's might not go along willingly.  I work with several smaller ISPs and I know many of them have either tried blocking bit torrent entirely, or purposefully dial down the throughput of torrents while leaving other traffic unhindered.  This is due to the sheer volume of not only bandwidth, but sessions that bit torrents use.  All ISP's oversell their severice because the majority of users only use a tiny amount of bandwidth, and do so in bursts.</p><p>I think  many of them would LOVE to have an excuse to boot heavy torrent users who cost them money.  Especially if with the RIAA's new program the RIAA offers them part of every settlement.
